Regression: [DevTools] Emulated view pointer is not seen after clicking 'Sign in' button in emulation mode

Issue description

Chrome Version: 72.0.3625.0 (Official Build) Revision 2c59a8a07afb8b11354406e63270d1cbeb582c47-refs/branch-heads/3625@{#1} (32/64-bit)

OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS)

Test URL: https://www.google.com

What steps will reproduce the problem?
(1) Launch chrome, navigate to above test URL and press 'F12' to open DevTools.
(2) Press 'Ctrl+Shift+M' to enable toggle device toolbar (screen will appear in emulation mode).
(3) Now click on 'Sign in' button of the webpage (sign in window will appear).
(4) Observe the cursor.

Actual Result: [DevTools] Emulated view pointer (grey circle pointer) is not seen after clicking 'Sign in' button in emulation mode.

Expected Result: Emulated view pointer (grey circle pointer) should always be seen after clicking any button or link in emulation mode.

This is a Regression issue seen from 'M-69' and providing the bisect info below:
Good Build: 69.0.3455.0 (Revision: 566000)
Bad Build:  69.0.3456.0 (Revision: 566381)

You are probably looking for a change made after 566102 (known good), but no later than 566103 (first known bad).
