Don't restrict the "Empty Cache and Hard Reload" option to DevTools being open

Issue description

When working with non-technical partners, a developer often needs to ask them to refresh a page. Due to aggressive caching, Hard Reload may not always work. What does always work is opening DevTools, then long-clicking on the Reload button and choosing "Empty Cache and Hard Reload".

However, a non-technical end-user should not have to open DevTools to access that Hard Reload option.

Would it be useful to enable the three Reload options on long-click without forcing DevTools to be opened first?
