Gallery app: no meaningful title for screen reader users, just says file name of open image

Issue description

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version Google_Caroline.7820.384.0

# Enable ChromeVox with ctrl + alt + z
# Open the Gallery app, I did this by going to Files and opening an image file
# Use command to have ChromeVox read the app title: you can use multi layered keystroke search + a and then w, or use the command in the menu: press search + period to open the menu, then go to Speech > Announce the title of current page 

Expected: indication that this is the gallery app
Actual: file name of imagine currently in view

This title is especially important since the gallery app is not listed in launcher as an app, it only opens upon an image file trying to be loaded. A screen reader user wouldn't have another way of knowing which app is in use.
