Inconsistent treatment of RTL display/edit in Omnibox

Issue description

Chrome Version: 70.0.3538.80 (Android), 70.0.3538.75 (iOS)

What steps will reproduce the problem?
(1) Type مثال.com into the omnibox
(2) Tap omnibox to edit

On Android, the omnibox displays مثال.com, but trying to edit the omnibox will shift it to com.مثال.

On iOS, the omnibox displays com.مثال, but trying to edit the omnibox will return it to مثال.com.

Issue 509484 may have additional related context.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. opened chrome and typed مثال.com into omnibox
2. Tapped in omnibox to edit and observing com.مثال. instead of مثال.com

Chrome versions tested:
60.0.3112.113 , 70.0.3538.110 , 72.0.3625.2

OS:
Android 9.0.0

Android Devices:
Pixel 2

Issue is seen in from older M-60 builds, hence considering this as Non-Regression and marking as Untriaged.

From a spec side, this report sounds legitimate (i.e., the described behaviour is incorrect).
