M71 build failure in autotest_private_api.cc: no member named IsArcProvisioned in namespace arc |

Issue description
M71 fails to compile:
git checkout -b m71 -t branch-heads/3578
autoninja -C out/cros chrome
../../chrome/browser/chromeos/extensions/autotest_private/autotest_private_api.cc:671:12: error: no member named 'IsArcProvisioned' in namespace 'arc'
arc::IsArcProvisioned(Profile::FromBrowserContext(browser_context())))));
arc_util.cc no longer has the isArcProvisioned() function. khmel, since you merged https://chromium-review.googlesource.com/c/chromium/src/+/1340797 and have made other modifications to arc_util.cc, can you take a look?

Locally verified. Build chrome/browser tests . However unit tests are failing due another problem. not related to this.
