Issue description

Presubmit tests flaking with

AssertionError: 'editissue' unexpectedly found in frozenset(['addissuecomment', 'viewquota', 'createissue', 'verdictspam', 'setstar', 'viewcontributorlist', 'deleteown', 'viewinboundmessages', 'commit', 'flagspam', 'editissue', 'view'])

ehmaldonado@ Is  this fixed? I think this issue is related to monorail and I'm not sure whether Infra is the correct component for this and I don't see a component related to monorail.
I'm chaning this to Infra>Platforms, please feel free to change to other components if this is not the right one.
