Wallpaper app: text too low of contrast

Issue description

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

Steps:
# Open Wallpaper app via Settings > Appearance section 
# Examine the color contrast of two areas:

Text: center or center cropped (when deselected)
Foreground: #818888
Background: #ffffff
Ratio: 3.61

Minimize and maximize buttons in upper right corner
Foreground: #808080
Background: #ffffff
Ratio: 3.95


Expected: 4.5:1 or greater
