IDNs are shown as punycode in Bookmark Manager

URLs that contain RTL characters show up as punycode on the Bookmark manager when it's displayed as a URL (rather than as the bookmark name), whether or not they meet the criteria to be shown as punycode in the URL bar or other surfaces. This reproduces in 72.0.3625.0 on Linux.

Summary: IDNs are shown as punycode in Bookmark Manager (was: URLs that contain RTL characters are shown as punycode in Bookmark Manager)
This affects all IDNs, not just those with RTL characters.
