IDNs are shown as punycode on Downloads page

URLs that contain RTL characters show up as punycode on the Downloads page, whether or not they meet the criteria to be shown as punycode in the URL bar or other surfaces. This reproduces in 72.0.3625.0.

This affects all IDNs, not just those with RTL characters.
