add a InactivitySignOutEnabled Policy

Issue description

There are some EDU admins that manage Chrome Browser on Windows devices and they have mentioned that students often forget to sign out of the browser.

There's a policy to clean up cookies when Chrome closes: DefaultCookieSettings.
This would be different, as it doesn't require the user to close the Window.
