Long URLs should be elided to eTLD+1 in small windows

Issue description

We currently just cut off the URL, but we should be eliding from the right so that the eTLD+1 is visible.

Tested on Mac but I assume this is happening x-desktop.

Yep, this is a long-standing issue on desktop. We correctly elide (through some rather complicated logic) on Android, and on iOS we don't display the path which makes it a lot easier to handle the elision logic in steady-state.
