Issue 910258: Improve voiceover reading of search settings recently visited

Issue description

When using Voiceover on the search settings page in Canary, the "recently visited" section is verbalized as a button and a heading, but it should only be verbalized as a heading as it's not interactive.

Fix a11y traits of TableViewTextHeaderFooterView.

TableViewTextHeaderFooterView has UIAccessibilityTraits of
UIAccessibilityTraitButton and UIAccessibilityTraitHeader, but it's
never used as a button. This CL removes the UIAccessibilityTraitButton.
