As a temporary fix for crbug.com/908476, we force the catalog swap (b/w 'downloading' and 'current') to happen every time we run the GetCatalogTask to pull the catalog from the data store. This could result in the catalog changing out from under the user. For example, the user could click on a site on the ESP, view the site for a bit, then got back to the ESP and the catalog could change and be drastically different.

Originally we tried to update the catalog when Chrome was restarted, however that was not working, and could also cause updates to be slow. We need to come up with a better solution.
