[Sheriff] Disable TestInMenuDrag on Win.

It's flaky there are well. Disabled the test altogether for now.

I'm not sure whom is actively working on Aura components right now.

I've added the correct component, and will send this for triaging. Historically interactive-ui-tests are flaky. With this particular test being now disabled on all platforms it likely needs a rewrite.
