Tether: Split up metrics bucket for 'no response' from host.

Right now, this bucket is very common, but it doesn't disambiguate
if it's due to the phone never being connected to, or the phone
receiving a request but never responding. This CL splits the
bucket into those two, in order to determine which error case
needs to be worked on.
