The CL https://chromium-review.googlesource.com/c/chromium/src/+/1353933 introduces the API to enabling/disabling the session sync related invalidations.

The code should be improoved:
1. Honor the boolean introduced in the new API (defaults to true).
2. Set it to false on Android during initialization.
