What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on 3 dot icon.
(2) Click on PIP option(PIP frame appears), now drag it vertically up/down 
(3) Observe main browser window.

Actual: Main browser window gets minimize after dragging PIP frame vertically.

Expected: Main browser window should not gets minimize after dragging PIP frame vertically.

This is a non-regression issue, seen from 'M68'

Note: Issue is also seen Stable build #70.0.3538.110, Dev build #72.0.3622.0 and Canary build #72.0.3624.0 

Note: Issue is not seen on Mac OS X(10.14.2,10.13.1,10.13.6) OS.
