What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on 3 dot icon.
(2) Observe 3 dot menu while opening it.

Actual: Blank menu list is seen initially while opening it.

Expected: Menu list should not seen blank initially.

This is a regression issue, broken in 'M72', below is bisect info:

Good Build: 72.0.3596.0
Bad Build: 72.0.3597.0
