Regression: URL seen chopped in omnibox from left side after pasting into it.

Chrome Version: 72.0.3625.0 Revision 2c59a8a07afb8b11354406e63270d1cbeb582c47-refs/branch-heads/3625@{#1}(32/64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.14.2,10.13.1,10.13.6)

What steps will reproduce the problem?
(1) Launch chrome, open NTP then copy any long URL(ex. chrome://settings/passwords).
(2) Resize browser window to extreme left  then paste URL and observe from left side.

Actual: URL seen chopped in omnibox from left side after pasting it.

Expected: URL should not chopped.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build: 70.0.3504.0
Bad Build: 70.0.3505.0

Could you clarify the distinction between actual and expected behavior?

The videos seem to have the urls displayed similarly in the post-paste & and omnibox-focused states; I'm not sure what 'chopped' is referring to.

Context for the request for clarification:
In both your videos, the URL is chopped from the left.  In the "expected" video, because the omnibox is smaller, you only see ..."/passwords".  In the "actual" video, because the omnibox larger, you see ..."://settings/passwords".

marking as won't fix, because it seems the original report is referring to the decreased width of the omnibox which is intended behavior.
