Close button click doesn't close PiP window if no video

Chrome Version       : 72.0.3623.3
OS Version: 11307.0.0

What steps will reproduce the problem?
1. Go to https://beaufortfrancois.github.io/sandbox/media/picture-in-picture-playground
2. Play video
3. Click "Toggle Picture-in-Picture" button
4. Click "Reset Video"
5. Click PiP window "Close" button

What is the expected result?
PiP window closes.

What happens instead of that?
PiP window stays opened.

It looks like https://chromium-review.googlesource.com/c/chromium/src/+/1341743 introduced this issue.

Issue 910282 has been merged into this issue.

Status: Fixed (was: Available)
https://bugs.chromium.org/p/chromium/issues/detail?id=911620 fixes this.
It will be in Chrome Canary M73 and merged back to next M72 beta.
