OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2).

Pre-Condition: Install extension from https://chrome.google.com/webstore/detail/noted/melcmjnpgnkkldeppmdllmmaecldbenh

Steps to reproduce:
1. Launch chrome, right click on extension icon in omnibox and select 'options' from menu.
2. On Extension option overlay click on 'More info' link. (You are navigated to another page)
3. Now, again right click on extension icon in omnibox and select options from menu.
4. Observe extension option overlay.

Actual Result: Unable to see extension option overlay properly after visiting 'more info' link.
Expected Result: Should be able to see extension option overlay properly

This is Non-regression issue seen from M-60 build #60.0.3072.0

Note:
1. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.75 and Dev #72.0.3622.0 build.
