What steps will reproduce the problem?
(1)Sign into user >> Set the Chrome OS display language to 'Arabic' and Lock screen
(2)In Lock screen,for 2 times give any bad password
(3)Observe the wrong password alert dialog for second time(Please refer video)

Actual:Wrong password alert dialog is seen weird and not properly placed.
Expected:Dialog should be seen properly

This is a Regression issue as same works fine in M-69

Note: Issue is also seen in M-70 stable,M-71 beta
