Regression: Blink of chopped window is seen while windows goes to overview mode

Chrome Version: 72.0.3623.3/11307.0.0 dev-channel Kip,Blaze,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Open two chrome windows
(2)Now rotate the screen and keep the windows in overview mode
(3)observe the second window while overviewing(please refer video)

Actual:Blink of chopped window is seen while windows goes to overview mode
Expected: No such glimpse of chopped window should be seen while window goes to overview mode

This is a Regression issue as same works fine in M-70(70.0.3538.110/11021.81.0 stable)

Note: Issue is also seen in M-71 beta

Malay, is this something you're going to fix as part of your overview mode work?

This looks like out of GPU memory (@oshima?). If so, then Issue 897826 would definitely help.
