Sensoray 2253 Video Grabber not working with MediaFoundation

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce the problem:
1. Try opening the video stream in a Chromium version, that is using MediaFoundation as default API
2. Fails to get video stream
3. Start chrome with command line tag --disable-features=MediaFoundationVideoCapture
4. Now opening the stream works

What is the expected behavior?

What went wrong?
Chrome is using the wrong media API to access the device.

antonlaem18@: Thanks for the report. I would like to add this device to Chromium's blacklist so that Chromium will fall back to using DirectShow for it by default. To do so, I need the vendor id and model id, which show up as a 9-character string with a ":" in the middle (e.g. 045e:075d) when you navigate to chrome://media-internals, click on the Video tab and check under Device Name.
The id under chrome://media-internals is 1943:2253.
