Currently there are some factory configs in etc/lsb-factory, such as battery threshold in cutoff. This file is shared between boards in a universal shim, so we cannot have different configs for different boards.

We can move the configs to another file, store it in cros_payload, and extract it to py/config when installing toolkit. Then different boards can have their own configs, and it's also more convenient to add more configs for factory toolkit.
