Shift_AltGR broken for Most of keyboards

Steps；
1.Switch to Lao keyboard （LO）
2.Press Shift key ,together pressing AltGr key at the same time
3.Tap the first line keys

Actual:
Not submit correct input

This should have been fixed by enabling --enable-cros-ime-service.

For FR-French BEPO keyboard, AltGr+shift+ first key, submitted character not the same with its shown in keyboard; see attached screenshot;
