What steps will reproduce the problem?
1. Launch chrome, get tab focus on wrench menu icon(besides omnibox).
2. When focus is on wrench menu, Press space bar to open the wrench menu list. 
3. Now press space bar continuously when focus is highlighted on 'New Tab' option and observe

Actual Result : Unable to open 'New Tab' after continuously pressing 'Space bar' key when focus is on 'New Tab' option in wrench menu
Expected Result : Should be able to open 'New Tab' after continuously pressing 'Space bar' key when focus is on 'New Tab' option in wrench menu.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3535.0 (Revision : 586475)
Bad Build  : 70.0.3536.0 (Revision : 587136)

You are probably looking for a change made after 586715 (known good), but no later than 586716 (first known bad).
