Regression: Audit recorded activity is seen chopped after dragging devtools window to RHS.

Issue description

Chrome Version:72.0.3624.0 (Official Build) ecf0ae78590173baab05059a89e855b6813588dd-refs/branch-heads/3624@{#1}(32/64 bit)

OS:  Win(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS 

What steps will reproduce the problem?
1.Launch chrome and open devtools on NTP.
2.Go to 'Audit' section and run audit.
3.Now drag devtools window to RHS and observe.

Actual  : Audit recorded activity is seen chopped after dragging devtools window to RHS.
Expected: Audit recorded activity should not be seen chopped after dragging devtools window to RHS.

This is a regression issue broken in ‘M-65’ and below is the 'Chromium bisect' information:
Good Build: 65.0.3315.0 
Bad Build : 65.0.3316.0

Using the 'per-revision' script providing the bisect result:

You are probably looking for a change made after 591108 (known good), but no later than 591109 (first known bad).
