Policy to prevent users from adding website shortcuts to the shelf on Chrome OS

## Use case ##

user/admin make use of the feature? Focus on the action/process the they
want to perform.]
-By preventing users from adding website shortcuts to the apps launcher, the admin will have more granular control over the workspace of the user, providing flexibility to block/allow any setting available to the user based on school requirements.


## Motivation ##
["Why" does the use case exist? It's important to make sure the motivation behind the FR is a real
problem. Do they have business/legal/etc. reasons that motivate this
feature request? Good motivations are indicative of things that might
affect other customers.]

-Users are adding shortcuts to the apps launcher and naming them with unappropiate words. This is the only setting within "Settings Menu > More Tools" that we cannot currently block via policy.

I am the admin that requested the change. A more universal improvement would give granular control of "Customize and Control Google Chrome" eg. perhaps an environment does not want users to have access to "More Tools" or "Zoom." Also, It would be nice to control/clean-up the apps launcher via the domain policy.
