What steps will reproduce the problem?
(1) Open Chrome and navigate to http://csreis.github.io/tests/
(2) Right-click on the tab and choose "Duplicate"
(3) Open task manager
What is the expected result?
Even though the two tabs are same-site, it seems that they should be in separate processes. They are not script-related and should be in separate BrowsingInstances. This is the behavior when doing ctrl-T and navigating to the same URL, or alt-D followed by alt-enter. Same for middle-clicking, or right-clicking->"open in new window" on a same-site link.
What happens instead?
The two tabs are in the same process.
This might lead to an overly bloated process when making a bunch of duplicates of a resource-heavy tab. Probably not a regression, since I see the same behavior on M62.
