[Fuchsia] Some test steps fail due to SSH connection to Fuchsia guest timing out

Run https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Fuchsia%20x64/24486 for example failed both mojo_unittests and webrunner_unittests, with the output like:

We should run with --system-log-file=- to get the test step output to include the kernel logs, to help diagnose this.

[Fuchsia] Dump the kernel serial log output, by default, if SSH fails.

Always log kernel serial output to a temporary file on the host, so that
if we're unable to establish connectivity to the QEMU guest then we can
dump the contents of that file for diagnostic use.
