Should the "Select files to open" dialog have a grey title bar?

What steps will reproduce the problem?
(1) Open select file dialog
(2) Open Files manager
(3) Compare titlebars

What is the expected result?

They should be the same.

What happens instead?

They're different colours. Should they be different?

I believe we implemented them as different colors on purpose to indicate the picker/saver Files dialogs vs. the app itself. We are planning to revisit the UI in the next year when we move towards Material, so let's close this as working as intended.
