Add visual feedback for multi-device "Verify" button |

Issue description
Chrome Version: 72.0.3612.0
What steps will reproduce the problem?
(1) Complete multi-device ("Better Together") setup on Chrome OS M71+
(2) Visit Chrome OS settings (chrome://settings) prior to phone verification
(3) Click "Verify" button shown under "Connected devices" section
What is the expected result?
"Verify" button should provide some sort of visual feedback when clicked, such as graying out for ~5 seconds, or presenting a confirmation pop-up (e.g., "Make sure your phone is online and nearby")
What happens instead?
"Verify" button remains in an indefinite "clickable" state, with no indication to the user that any prior clicks were registered or that an attempt was made to verify with their prior-selected Android phone
It's worth noting that most users will never experience this issue due to their phone verifying quickly in the background, but for those who either select the wrong phone in multi-device setup or have connectivity issues between their phone and Chromebook, the current experience is not optimal

Just spit-balling here, but it seems to me the fact that we have a verify button at all is a failure case in terms of UX. Why is it an optional thing instead of the computer just trying to do what's right on behalf of the user? |
