Clicking a link with target="_blank" gets detected as a pop-up and is blocked on any site where pop-up behavior is not explicitly allowed

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.75 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome Version 71.0.3578.75 (Official Build) beta (64-bit) on macOS 10.12.6. 2. Visit https://bugs.chromium.org/p/chromium/issues/detail?id=712019#c4 3. Click on the "View" link for the HTML attachments in comment #4. What is the expected behavior? Link should open in a new tab. What went wrong? The pop-up blocker was triggered. Did this work before? Yes 71.0.3578.62 Chrome version: 71.0.3578.75 Channel: beta OS Version: OS X 10.12.6 Flash Version: Also occurs with mouse middle button and Cmd+click. See: https://bugs.chromium.org/p/chromium/issues/detail?id=712019 Might also occur with the file picker.

Tested the issue on chrome reported version# 71.0.3578.62 and on # 71.0.3578.75 using Mac 10.12.6 with steps mentioned below: 1) Launched chrome reported version# and downloaded the file from Issue: 712019 c#4 and placed the files in single folder 2) Clicked on "Cmd+Click me", new tab opened in the same window with pop-up blocker in omnibox 3) Clicked on pop-up blocker in omnibox and in the pop-up clicked on '.html' link, which opened a new window Note: Seen same behaviour on chrome version# 71.0.3578.62 and on # 71.0.3578.75 @Reporter: Please find the above mentioned information and attached screencast(71.0.3578.62 and 71.0.3578.75) for your reference and provide your feedback on it which help in further triaging it in better way. To reproduce the bug, don't download the files. Click the View link directly in the page at Issue: 712019 c#4. Sorry for the confusion. The "Cmd+click me" link in that html file does not have target="_blank", therefore the bug will not occur. The point is that any link with target="_blank" causes the bug.

Unable to reproduce the issue on chrome reported version# 71.0.3538.75 using Mac 10.12.6 with steps mentioned below: 1) Launched chrome reported version navigated to issue: 712019 c#4 2) Clicked on view for 'pop-up.html', able to see a link opened in new window @Reporter: Please find the attached screencast for your reference and provide your feedback on it. Try to test this issue on by creating new person with no apps and extensions in it and let us know if the issue still persists. Thanks!

Closing due to inactivity. I'm also unable to repro the bug. OP: Verify that crbug isn't on your pop-up blocked list at chrome://settings/content/popups
