LBS has 3 components:
1. The Chrome component
2. The native component
3. The Browser Helper Object (BHO) for IE

The BHO switches back to Chrome when certain URLs are open in IE. For the BHO to know when to switch back, it needs to read the URL list from Chrome's policies.

So, we need to save them in a file in the same location as the LBS extension currently does:

- AppData\Local\Google\BrowserSwitcher\cache.dat for policies that apply to LBS (including sitelist + greylist)
- AppData\Local\Google\BrowserSwitcher\sitelistcache.dat for the rules extracted from the IEEM sitelist
