Docked magnifier not showing second etc. notifications when display size >=100%

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

Steps: 
- Enable docked magnifier with ctrl + search + d
- Notification appears telling you that docked magnifier is on, persists 
- Set display size in settings to anything under 100% 
- Generate another notification, I used taking a screenshot
- Second screenshot notification appears under the docked magnifier screenshot
(Note, this is either the full notification or the mini one in the screenshot attached depending on how much size is available.)

- Now, set display size in settings to 100% or above
- Generate another notification, I used taking a screenshot
- Second notification doesn't appear at all

I believe this is expected behavior, we limit the number of popups if the total height of popup is more than some ration of the height of workspace. The scale is larger, the workspace gets smaller.

Yes, this is WAI. If there is not enough space, it only shows the oldest ones.
