Flakiness in USS/SingleClientPasswordsSyncTest.CommitWithCustomPassphrase/0

On this sync related CL:

The 'USS/SingleClientPasswordsSyncTest.CommitWithCustomPassphrase/0' test failed multiple times: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux-chromeos-rel/146087

When the build was retried, the test passed:

This suggests that the CL likely introduced a flake.

chanli: This test occurred within the last week, but I can't find it on the flakiness dashboard. Am I using it wrong?

You're not using the dashboard wrong, but for some reason we didn't catch the particular flake occurrence you mentioned.

+liaoyuke@ for more findings on why we didn't detect this occurrence.

I haven't been distinguishing between CLs that have landed and CLs that have not.

chanli: I take it that the flakiness dashboard only looks at landed CLs?

Pre-emptively wont-fixing this one.
