Network: offline state is not persisted in navigator.onLine after page refresh

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools on any http resource
2. Tick "Offline" in Network tab
3. Refresh page
4. Evaluate navigator.onLine

What is the expected behavior?
navigator.onLine should return false

What went wrong?
navigator.onLine returns true

Did this work before? N/A 

Chrome version: 70.0.3538.110  Channel: stable

This only seems to happen when you are on the dinosaur page. Not when an actual web page has gone offline.
