Issue descriptionChrome Version: 71.0.3578.75 (Official Build) 06ef00b5279f93f8e0c1e73acedd49d7dcc09767-refs/branch-heads/3578@{#836} (32/64 Bit). OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings and open Dev-tools. 2. Go to emulation mode in dev-tools and click on 'Show home button' under chrome://appearance. 3. Now, close dev-tools window and observe. Actual: Focus stays on chrome://settings page even after closing dev-tools. Expected: Focus should not stay after closing dev-tools window. This is a regression issue, broken in M-66 series, and below is the bisect info: Good Build: 66.0.3350.0(Revision:537343) Bad Build: 66.0.3352.0(Revision:538313) Narrow Bisect: CHANGE-LOG URL: https://chromium.googlesource.com/chromium/src/+log/2a6316cbf58a58b8f5e29758e645e43469aff312..04f68ff8420a40a405969c3251a119afb0697a96?pretty=fuller&n=10000 Suspecting: r537521 ? dpapad: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note: 1. Issue is also seen on Stable #70.0.3538.110, Dev #72.0.3622.0 and latest Canary #72.0.3624.0 build. 2. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again) 3.
