Chrome Version: 71.0.3578.75 (Official Build) 06ef00b5279f93f8e0c1e73acedd49d7dcc09767-refs/branch-heads/3578@{#836} (32/64 Bit).

OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings and open Dev-tools.
2. Go to emulation mode in dev-tools and click on 'Show home button' under chrome://appearance.
3. Now, close dev-tools window and observe.

Actual: Focus stays on chrome://settings page even after closing dev-tools.
Expected: Focus should not stay after closing dev-tools window.

This is a regression issue, broken in M-66 series, and below is the bisect info:

Good Build: 66.0.3350.0(Revision:537343)
Bad Build: 66.0.3352.0(Revision:538313)

Note:
1. Issue is also seen on Stable #70.0.3538.110, Dev #72.0.3622.0 and latest Canary #72.0.3624.0 build.
2. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but 
still getting the same error again)
3. Hence, providing suspect through Chromium bisect.
