OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS). 

Pre-condition: Enable 'Enable using Google Local NTP' and 'New Tab Page Material Design Icons' under 'chrome://flags'.

What steps will reproduce the problem?
(1) Launch chrome, click on 'Customize this page' icon and select Chrome backgrounds option. 
(2) Select any background from collection and multiple click on any background 
(3) Observe

Actual: Background gets selected while clicking multiple times on background image.

Expected:  Background should not gets selected while clicking multiple times on background image.

This is a regression issue, broken in 'M69', below is bisect info:

Good Build:69.0.3482.0
Bad Build: 69.0.3483.0

You are probably looking for a change made after 572839(known good), but no later than 572840(first known bad).
