Steps to reproduce:
1. Launch chrome and Navigate to NTP
2. Now right click on Bookmark icon in omnibox twice or thrice and move mouse cursor or click anywhere on page,observe

Actual Result   : Grey focus highlight doesn't disappear from bookmark icon on clicking anywhere on page or on refreshing page
Expected Result : Grey focus highlight should disappear from bookmark icon on clicking anywhere on page or on refreshing page

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578374 (known good), but no later than 578375 (first known bad).
