Regression: PDF page gets scrolled unnecessarily after selecting 'Dummy PDF file' option.

Issue description

Chrome Version: 71.0.3578.75 Revision 06ef00b5279f93f8e0c1e73acedd49d7dcc09767-refs/branch-heads/3578@{#836}(32/64 bit)
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS). 

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://www.w3.org/WAI/ER/tests/xhtml/testfiles/resources/pdf/dummy.pdf pdf.
(2) Click on Bookmarks button and select 'Dummy PDF file' option, observe.

Actual: PDF page gets scrolled unnecessarily after selecting 'Dummy PDF file' option.

Expected: PDF page should not get scrolled after selecting 'Dummy PDF file' option.

This is a regression issue, broken in 'M63', will soon update bisect info:

That seems to be WAI, the bookmark points at a specific position in the page and that CL makes the Chrome PDF Viewer scroll to that exact position instead of to the top of the page.
