What steps will reproduce the problem?
1. Launch chrome, right click on extension icon in omnibox and select 'Options' from menu.
2. Observe the extension option overlay.

Actual: Scroll-bar and other contents on options overlay are missing for Rememberry extension.
Expected: Scroll-bar should work and other contents should be visible on overlay.

This is a regression issue, broken in M-72 series, and below is the per-revision bisect info:

Good Build: 72.0.3588.0(Revision:601410)
Bad Build: 72.0.3589.0(Revision:601810)

You are probably looking for a change made after 601539 (known good), but no later than 601540 (first known bad).
