Drawing word will double submitted when switch to another keyboard in hw panel

Issue description

Version: 72.0.3618
    11296.0.0 dev-channel kevin test
Google input tools version:72.0.20181122.222570995

Steps；
1.Switch to any Keyboard, eg. English , Chinese etc.
2.Go to Hw panel
3.Drawing sth ,not submitted 
4.Tap language switch icon to switch to anther keyboard

Actual:
Double drawing words will be submitted
