VDA unittest fails on Chrome ToT on eve

I test VDA unittest on Chrome ToT on eve.
It fails looks like ozone initialization set up stage.
As far as bisected, crrev.com/c/1353038 causes issue.

spang@, I have no idea by looking the change. Could you take a look?
Please forgive me to revert your CL in order to get back our tests green.

Please refer how to run the test on the device.

In short, you should do
(0) install test-25fps.h264 to the device (DUT, I meant)
(1) build and install VDA unittest to the device
(2) execute "stop ui"
(3) execute "./video_decode_accelerator_unittest --test_video_data=test-25fps.h264:320:240:250:258:35:150:1 --ozone-platform=gbm"
