Clicking notifications should open a NEW tab always

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Steps to reproduce the problem: Problem: Let's say the user has several tabs open, each showing a different page but on the same domain (Facebook). Now no matter if the user is currently browsing a Facebook tab or non-facebook tab, let's say suddenly a Facebook notification appears momentarily in the lower right corner of his screen. He clicks it, and indeed gets to see the story the notification is talking about. However, did you notice, chromium REUSES one of his arbitrary current open Facebook tabs. If the user is not wary, he will not realize this, and when finished reading the new article, will forget to hit the BACK button to see what he originally was intending to read later in that tab. What is the expected behavior? Please have the browser open a NEW tab when clicking on a notification. What went wrong? Browser arbitrarily "REUSES" a innocent tab that it finds already opened, assuming that since it is from the same domain it will be OK to open the new page there. Did this work before? N/A Chrome version: 70.0.3538.110 Channel: stable OS Version: Flash Version: If there are no tabs already opened from the same domain, the browser correctly opens a new tab.

AFAIK it's up to Facebook to decide how to implement this behavior because the Notifications API provided by Chrome allows the site to decide, see how "Open a Window" example opens a new tab in https://web-push-book.gauntface.com/demos/notification-examples/

OK, please inform Facebook that they are using https://web-push-book.gauntface.com/chapter-05/04-common-notification-patterns/#open-a-window wrong. You are 10000 times more able to report issues to Facebook than me because you have back channels to their staff. Yes, I will use https://mbasic.facebook.com/bugnub/ to forward this bug URL but I don't think they will know what I am talking about.
