Issue descriptionThe Chrome CQ needs to support CQ-DEPEND for ChromeOS Parallel CQ. This can be done with a graph traversal of +2ed CLs after querying them from Gerrit. Later on CQ will also need History Away Submission based on Buildbucket queries (@jclinton I think we can skip on this for now?) @tandrii, if you have another bug tracking this please feel free to dup this. I'm just opening this to replace crbug.com/904947

We also need to implement the COMMIT-QUEUE.ini-based submission replacement which I believe Nodir has a proposal for.

Re: COMMIT-QUEUE.ini/path_regexp, we also need a solution for implementing the ignore ignored stages, not just skipping builders. And we should come up with a transition plan. This is a complex area probably needs a whole other series of bugs blocking this one.
