What steps will reproduce the problem?
(1)Open full screen web browser
(2)Drag shelf to right or left
(3)Then continue dragging shelf upwards, at this point shelf will detach from bottom of screen while dragging.

What is the expected result?
Shelf should not detach from the bottom of the screen.

What happens instead?
Shelf temporarily detaches from the bottom of the screen.
