Factor in site muting to audiblity

This is a follow up bug from:

https://chromium-review.googlesource.com/c/chromium/src/+/1346993

We may want to factor in site muting to AudioStreamMonitor::IsCurrentlyAudible(). There are some use cases though (e.g. sound content settings) that need to know the audiblity regardless of site muting.

beccahughes@ I'm trying to help get bugs out of the "Untriaged" state". Do you know if this is planned work? I think if it is, it can be changed to "Available".

chcunningham@, is there a sub-component this would fit nicely under?
