Explore changing "Can't connect to phone" message

Issue description

(Moved from in b/118757441)

When SL fails to connect to the user's phone, it displays "Can’t find your phone. Make sure it’s handy and Bluetooth is turned on" string [1].  Since users' phones are usually near their Chromebooks, this message feels super frustrating (even if the phone is 10-20 feet away, it should still be able to connect). 

I propose we change this to something roughly like "Can't connect to your phone. Make sure Bluetooth is on." It's probably valuable to still include "Make sure Bluetooth is on", but mentions of proximity aren't needed. 

Shiba, I'm curious if you have any suggestions or broader thoughts around this messaging? Anything else that could potentially be improved? If not, let me know if you agree with the rough gist of the new message I proposed.

My phone can be literally on top of my Chromebook with Bluetooth on both and it still says it can't find it.
Yep, that's why this message needs to be changed -- what's actually probably happening is that the Bluetooth connection is failing (Of course, we are also working to reduce the instability causing the BT connection to fail in the first place).
